Q1. Why do you set up autonomous district?

 As a result, we set up autonomous district by "the Kitami-shi autonomous district setting regulations" and assumed Kitami-shi original system that decided to employ general branch office, town development meeting, the self-government head of a ward.

 

Q2. Why did you have original autonomous district system?

 Autonomous district system is prescribed in 4 or Special Mergers Law of Local Government Act Article 202, but these legal autonomous districts must install "you must set setting period of organization" in decided rule "that the self-government head of a ward of special positions in the civil service cannot install".
 In merger discussion, discussion was performed about structure of autonomous district with "we do not limit setting period of autonomous district" "we install general branch office" "we set up town development meeting" requirements to "install self-government ward mayor of special positions in the civil service" more than these rules.
 As a result, we decided to establish "the Kitami-shi autonomous district setting regulations" as Kitami-shi original method because autonomous district which met all the requirements that we discussed could not come true in existing system.

 

Q3. Legal positioning of autonomous district system of Kitami-shi.
 By Kitami-shi original method, we establish the regulations based on Local Government Act, and autonomous district system sets up autonomous district. "Town development meeting" employs "the self-government head of a ward" in autonomous district "general branch office".
General branch office: We perform administrative affairs that are familiar to inhabitants by setting up "general branch office" as branch to prescribe in Local Government Act Article 155. In addition, we decide to just install existing branch, branch office.
Town development meeting We install "town development meeting" in each autonomous district as affiliated organization of city to prescribe to 4 of Local Government Act Article 138.
The self-government head of a ward: We place regular special positions in the civil service to prescribe in local public service worker method Article 3 Clause 3 third in each autonomous district as "the self-government head of a ward".

 

Q4. Relation with unity as introduction of autonomous district system and new city.
 Autonomous district system dissolves uneasiness of local resident by merger and aims at town development that there are promotion of resident autonomy by inhabitants participation in planning and collaboration and unique vitality utilized local characteristic.
 Go ahead through "integral town development" in new city while succeeding to local characteristic and tradition, culture carefully in each autonomous district, and developing "unit-related town development that there is" and think that inhabitants deepen feeling of solidarity.

 

Q5. Role of general branch office.
 We put general branch office in Tanno, Tokoro, Rubeshibe autonomous district each and take the role in central government office about Kitami autonomous district.
 We perform office work of administrative services and town development meeting that are familiar to inhabitants while planning cooperation with area in general branch office like until now.

 

Q6. Role of town development meeting.
 Local resident discusses town development meeting about matter about autonomous district, and administration shares information with inhabitants and installs for the purpose of inhabitants participating in administration.
 Role of town development meeting discusses about necessary matter affecting matter and autonomous district consulted by engine (the Boards of Education) of the mayor and other cities and is to speak opinion for engine of the mayor and other cities.
 We act as medium of the mayor and other cities in deference to report, opinion, request from town development meeting to give an appropriate response.

 

Q7. Role of the self-government head of a ward.
 We unify about office work about autonomous districts such as matter or town development meeting about general branch office, and the self-government head of a ward has jurisdiction over.
 In addition, we plan related organizations and close cooperation and collaborate with inhabitants and town development meeting of autonomous district and promote town development by resident autonomy.
 We do social position of the self-government head of a ward with regular special positions in the civil service to do a certain responsibility judgment with quickness about office work about autonomous district, and the mayor elects from person having superior local knowledge and opinion.

 

Q8. As for the budget for autonomous district, how is it taken a step?
 We examine demand contents based on the local situation in each general branch office and request budget to affect autonomous district in each section of central government office. We settle budget in the whole city while considering requests from each general branch office in each section of central government office.
 Stand and push forward concrete business operation plan after having listened to opinion from town development meeting to be related to each based on new city town development plan agreed in merger discussion about investment-like business.

 

Q9. With foundation to divide into every autonomous district, and to administer.
 We establish the fund regulations in new city and, about fund, manage in central government office, but we divide every each autonomous district and manage to follow about fund of identification purpose that we saved by designation donations in old municipalities, and to use for the purpose.
 The mayor finally judges and will suggest to assembly while respecting opinion of local resident including town development meeting according to purpose and application of savings to establish in the fund regulations about use of foundation to divide into every autonomous district, and to administer.

 

Q10. With local promotion fund.
 We install local promotion fund to perform reserving of merger exception bonds for resources newly and manage division every autonomous district and allot the interest and principal for business for citizen's cooperation reinforcement of new city or area promotion.
