With Kitami-shi comprehensive plan
Kitami-shi, Tanno-cho, Tokorocho, 1 city and 3 towns of Rubeshibe-cho merged Kitami-shi on March 5, 2006 and were born and devised "Kitami-shi comprehensive plan" which became guideline of town development in March, 2009.
This comprehensive plan is comprised of "basic plan" indicating development of concrete measure for for each five years in "basic design" indicating direction of basic town development for 10 years and the previous latter period.
